Stand at the southeast corner of County Road 30A and U.S. 98, where the ramp drops into the tunnel, and you can hear the traffic overhead without feeling it. Twenty feet down, the wall on your left is a mural. So is the wall on your right. A cyclist coasts past, a stroller follows, and neither of them looks up.
Two years ago that same crossing was a four-lane sprint. What changed on the ground is easy to see. What changed in how the east end of Inlet Beach actually functions on foot is the more interesting story, and it's the reason locals who used to drive from the north side of 98 to grab coffee now walk.
What the tunnel actually is
The underpass is a 136-foot pedestrian passageway under U.S. 98, and it opened to the public over Labor Day weekend 2024 after construction that began in 2021 and cost roughly $5.6 million. It is the second of its kind in Northwest Florida, the first being at Florida State University in Tallahassee.
The murals are not decoration bolted on after the fact. They were commissioned by the Cultural Arts Alliance of Walton County as part of the same FDOT project. Ten artists, each with a wall 20 feet wide and 8 feet high, produced work on the theme of connectivity:

Two sculptures anchor the ends. Replicated from popular pieces in the Underwater Museum of Art, "The Grayt Pineapple" by Rachel Herring McCord sits at the north end, and "Common Chord" by Vince Tatum marks the south. If you have walked the tunnel a dozen times without stopping, that is your reminder to slow down on the eleventh.
The north side is a dining district now, not a shopping center
30Avenue occupies the northeast quadrant of the intersection. Before the underpass, it functioned like a driving destination: park, eat, drive home. The pedestrian link changed the math for anyone living within a half mile, and the dining directory has filled in around that new reality.

A couple of these deserve context. Cuvee 30A features a nightly happy hour voted Best of the Emerald Coast, live music, and a wine list honored with the 30A area's only Wine Spectator Best of Award of Excellence 2016 through 2025. Creehan added a Chef's Table concept inside the restaurant that seats one to five guests by reservation only, booked by phone.
Idyll Hound Proper is a different animal. It is the first restaurant from Idyll Hounds Brewing Company, the Santa Rosa Beach brewery, and it opened before the underpass but was designed for a walk-in neighborhood crowd rather than a resort audience. The kitchen runs from beer-battered fish and chips and a pretzel with beer cheese to a ribeye with hollandaise and fried onion strings.
Two openings at 30Avenue that most locals track by name are Aja and Goatfeathers Seafood Market. Their addition to the directory since the underpass turned the property into something closer to a walkable food block than a suburban plaza.
The south side is a straight shot to Rosemary Beach
The tunnel exits on the south side at the southeast corner of C.R. 30A, connecting to the north side of U.S. 98 near 30Avenue through a ramp and stairway. Walk out, cross the Shades Bar & Grill parking area, and you are looking at the north edge of Rosemary Beach.
The practical consequence: a concert at Rosemary's Barrett Square, a coffee at The Donut Hole on 30A, and dinner at 30Avenue can all happen in one evening without moving a car. Brent Chandler of the Donut Hole was one of the business owners who first raised the safety concern at the intersection with Scenic Walton, which is a nice bit of symmetry given that the pastry counter is one of the more common starting points for the walk now.
The quieter loop: Camp Helen and Lake Powell
If the underpass points your Saturdays south into 30Avenue and Rosemary, the counter-move for a resident who has done that walk a hundred times is east across the Phillips Inlet Bridge to Camp Helen State Park. On the west end of Panama City Beach, just over the Phillips Inlet Bridge, Camp Helen State Park features 180 acres with a variety of trails that run through five distinct ecological communities.
Lake Powell is the reason to go. The park is bordered by the Gulf and by Lake Powell, the largest coastal dune lake in Florida. Bald eagles, snowy plovers, and great blue herons nest in the area. The beach is quiet in a way that the 30A public accesses are not.
One recent operational change to plan around: as of May 13, 2026, kayaks are not offered for rent at Camp Helen State Park. If you want to paddle Lake Powell, bring your own boat or arrange a rental beforehand.

The state ranger schedule adds two standing events worth putting in your phone. A guided historical tour of the grounds walks through the story of the Hicks family and the buildings that still stand from the Avondale Mills era. A separate guided nature hike meanders through several distinct natural communities with rangers narrating the flora and fauna. The park is day-use only, so plan accordingly.
The weekend, as it actually shapes up
Here is what the underpass changed, in one line: the east end of Inlet Beach used to be two zones separated by a highway, and it is now one neighborhood you can move through on foot for six or seven hours without ever getting in a car.
A resident on the north side of 98 walks the tunnel with the murals lit, has breakfast at Canopy Road Cafe, browses at 30Avenue, cuts south through Rosemary, sits on the beach, walks back for happy hour at Cuvee 30A or a burger at Idyll Hound Proper, and closes the loop. The next morning, if the crowd feels heavy, they drive fifteen minutes east to Camp Helen for a ranger hike on Lake Powell.
Both of those weekends existed in some form before 2024. The difference is that neither of them was walkable end-to-end. That is the shift worth noticing, and it is the reason property on the north side of 98 reads differently now than it did the last time you thought about it.
